Add a script to automate importing Linux UAPI headers from kernel source.
The script handles dependency resolution and creates a commit with proper
attribution, similar to the ethtool project approach.
Usage:
$ LINUX_GIT="$LINUX_PATH" iproute2-import-uapi [commit]
