libsegment: add kernel-doc comments to segment.c
Add kernel-doc style comments to the functions in lib/segment.c. This file provides iterators for parsing NILFS2 segment summaries (partial segments, file information, and block information), but it lacked proper documentation. Add descriptions to facilitate maintenance. Signed-off-by: Ryusuke Konishi <konishi.ryusuke@gmail.com>
