598eb8a38c Add quickstart page and redirect index.html to it. 
Pointing new users at release notes was never ideal. It highlights
"project is alive and actively developed" but doesn't help anyone
get started. The README had some of this info, but isn't easily
accessible from the project's web page, so... new web page.
