build: move do-release-commit-and-tag to gnulib

* bootstrap.conf (gnulib_modules): Add do-release-commit-and-tag.
* build-aux/do-release-commit-and-tag: Remove file.  Now it's in gnulib.
* gnulib: Update submodule to the latest, to get the just-moved script.
