doc: separate out description of 2038 time stamp change
* NEWS: Separate out the description of the _existing_ issues with outputting timestamps on 32 bit systems, from _future_ issues outputting timestamps on all systems. Also move this to the "improvement" section, since it's not really a coreutils specific issue, and also is a build time configurable option.
