bpo-43522: Fix SSLContext.hostname_checks_common_name (GH-24899) ...

Fix problem with ssl.SSLContext.hostname_checks_common_name. OpenSSL does not
copy hostflags from *struct SSL_CTX* to *struct SSL*.
