gh-133968: Add PyUnicodeWriter_WriteASCII() function (#133973) ...

Replace most PyUnicodeWriter_WriteUTF8() calls with
PyUnicodeWriter_WriteASCII().

Unrelated change to please the linter: remove an unused
import in test_ctypes.
