autotools: drop autoconf <2.59 compatibility code (zz60-xc-ovr)

Browse Source 
The minimum required autoconf is 2.59, since curl 7.76.0 (2021).

Follow-up to a59f04611629f0db9ad8e768b9def73b9b4d9423 #6748
