Retire the Kinyarwanda translation.

For some time now, this translation has had 0 out of the possible 283
messages actually translated, so the po file has no current value.  If
any findutils are once again translated this translation can be
reinstated.
* configure.ac: Remove rw from ALL_LINGUAS.
* po/rw.po: Delete.
