Bernhard Voelker bbd06d8e06 doc: document double dash "--" option delimiter for xargs

* doc/find.texi (node xargs options): Add description of the "--"
option delimiter.
* xargs/xargs.1 (OPTIONS): Likewise.
* NEWS (Documentation Changes): Document the change.
