* gettext-runtime/po/fetch-po: New file.
* gettext-tools/po/fetch-po: New file.
* gettext-tools/examples/po/fetch-po: New file.
* check-copyright-headers (func_check_file): Don't complain about the LINGUAS
files, that will now have more than 10 lines.
