[doc] delete redundant "SUFFIXES +=" line

The .xhtml suffix is never used by anything, and automake(1)
automatically generates all the others from the various suffix
rules found in the various *.am files around the tree.

Not trying to second-guess automake(1) provides two advantages:
The "SUFFIXES +=" line can no longer become stale (like it did
with .xhtml) and the generated Makefile gets minimally more readable
and less confusing - even though admittedly, there are many reasons
why the generated Makefile remains hard to read and debug anyway.

No functional change.
