maint: rename the debug shell command variable to `debug_cmd'.

Not only does it make more sense, it also matches bootstrap and
others.
* libtoolize.m4sh, libltdl/config/ltmain.m4sh,
libltdl/config/getopt.m4sh, tests/defs.m4sh (opt_debug): Rename
to debug_cmd.
