Add support for `--zjit-allowed-iseqs=SomeFile` and
`--zjit-log-compiled-iseqs=SomeFile` so we can restrict and inspect
which ISEQs get compiled.
Then add `jit_bisect.rb` which we can run to try and narrow a failing
script. For example:
