Drop versioned dependency on debianutils, satisfied since Bookworm
...
Bookworm shipped with debianutils 5.7-0.5, so a versioned dependency is no
longer required in Forky, which will release with Bookworm being oldoldstable.
Also debianutils is prio: essential, so no dependency is required at all.
This is also useful when minimizing read-only container images, so more
pkgs can be removed when building such images as the final step.

The fetch-snapshots job needs to depend on extract-source
...
$SALSA_CI_IMAGES_GENERIC_TESTS depends on $RELEASE_FROM_CHANGELOG
which is set in .get-target-distribution which is used in
extract-source. Since this variable is passed using dotenv, the job
needing it has to declare a needs: dependency on the job creating it.

debian/rules: remove debconf from ${misc:Depends}
...
dh_installdebconf will add a dependency on debconf to ${misc:Depends}
because of the presence of ./debian/dash.templates. Since the preinst
snippet has fallback code for when debconf is not available, that extra
dependency is not needed.
This can be removed after Trixie together with the preinst.

tests(mmdebstrap): remove unused distribution parsing

The test case mmdebstrap still contains a code block that parses
the target distribution from the changelog file, but the result is
unused. This most likely was forgotten to remove with the change
recorded in commit c2c859ba66ce6079558f498efa8a2dbe1fc58b25.

Drop versioned dependencies satisfied since Buster
...
Buster is old-old-stable and ships dpkg 1.19.8, so we can drop these.
Especially useful when building read-only images without package manager
where maint scripts are run at build time and not at runtime.
